Michael Rutten – Chief Executive Officer
Michael “Mike” Rutten serves as the Chief Executive Officer of JBR Resources, LLC. He assumed this position in September 2008, having served as Chief Operating Officer since June 2006.
Mike retired from the U.S. Navy on 1 June 2003 after nearly 27 years of active duty service. His military, government, and commercial experience bring a formidable array of knowledge as a “hand-on” senior executive with experience in executive and program management. During his time as COO, Mike was responsible for JBR’s day-to-day operations and developing JBR’s core business areas of Program Management, Performance Optimization, and Financial and Business Support. Spotlighting JBR’s ability to provide top-notch professional service support, Mike’s step-by-step approach delivered triple digit growth.
Mike holds a Master’s of Science degree in National Security and Strategic Studies from the United States Naval War College and a Bachelor of Arts degree in Hotel, Restaurant, and Institutional Management from Norfolk State University.

John Scotch – President
John Scotch serves as the President of JBR Resources, LLC. Mr. Scotch has more than 25 years experience as a growth-oriented business strategist, leader and entrepreneur.
Prior to joining JBR, Mr. Scotch was Vice Chairman and Chief Operating Officer of Serco North America, where he provided strategy, leadership, and direction for more than 6,000 professionals. His leadership guided Serco to double digit organic growth while branding the company as a leading provider of IT, technology, professional and management services to the federal government. From 1998 to 2005, he was Executive Vice President and Chief Operating Officer of Resource Consultants Inc. (RCI) where he developed corporate strategy and directed business capture and operations of RCI’s information technology, engineering, human strategies, and logistics business services. During this time he was personally responsible for achieving dynamic organic annual growth of more than 25%, a robust $700M contract backlog, a $2.0B proposal backlog, and a $5.3B pipeline of new opportunities.
Earlier in his career, Mr. Scotch was a Partner and Vice President at Booz Allen Hamilton Inc. He was responsible for business capture, technical direction and management oversight of over 800 professionals engaged in major acquisition and lifecycle management support services. He also served in a leadership role at Presearch, Inc. as a program director for 13 years and managed a team of over 60 engineers and analysts providing engineering, acquisition, ILS, and technical support for Navy, Army and Marine Corps vehicle, ship, boat, aircraft, and command and control systems. While in this role, he co-authored the Amphibious Warfare Master Plan and Strategic Sealift Master Plan for the Department of Defense. Early in his career, Mr. Scotch was a Program Analyst for the National Bureau of Standards, where he provided systems analysis and logistics support to the Office of the Surgeon General and U.S. Army Nurse Corps, in the areas of medical hospitals/field medical units and retention of critical MOS’s (nurse anesthetists, etc.). Mr. Scotch served as an Infantry Officer in the U.S. Army, where he was an infantry platoon leader for the 101st Airborne Division (airmobile) in Vietnam.
Mr. Scotch received a B.S. Degree in Mathematics from Indiana University of Pennsylvania.
